Bank/Economy?

Just a random thought... currently, are there any rates which decrease a user's bank account? (Fees etc?). At the moment, the rich people get richer, but their money doesn't decrease, which limits motivation to do anything to get money.

Maybe we could look at bank fees and charges? Or something that slowly decreases funds = providing motivation to replace funds, particularly when broke...
