Usage: grats <message>
Grats is mainly used for congratulating someone when they have accomplished
something. Messages on this channel reaches everyone who monitors the
channel, disregard of the room they're in (except the soundproofrooms of
course). The gratschannel can be toggled off/on by typing nograts. Type
toggle to see if it's on or not.
Example: grats Grats Kita!!!
