For some spells the weather controls the amount of damage that can be done.
Control weather influences the weather so you can take the most advantage of
those spells. Control weather only works when you're outside of course.
Most casters have their prompt adjusted so it shows the weather conditions.
For example: using shocking grasp in stormy weather will cause more damage
then using it in sunny weather.
